Haroon M. Cheema is a U.S.-trained and -licensed lawyer focused on tax planning for cross-border entity structures, operations, and financing into and out of the United States.  Since beginning his legal career over 20 years ago, Haroon has worked on projects spanning more than 40 countries on 6 continents for energy services, construction, live sciences, and financial services companies.  He also has worked with government agencies on policy, reform, and dispute resolution. Haroon has in particular expertise in the Middle East, having completed separate multi-year postings in Dubai and Abu Dhabi.

Haroon started his legal career with Coopers & Lybrand L.L.P (now PwC), then held in-house positions with increasing responsibility at U.S.-headquartered multi-nationals, working closely with senior management and external advisors.  Prior to joining MENA LEGAL [in 2017], he headed a hybrid legal/finance function at a Middle East sovereign wealth fund.  

Haroon is currently based in New York City.

 Projects on which Haroon has advised include:

  • Harmonizing the international tax strategies, transfer pricing practices, and entity structures in a number of emerging markets, as part of a US$40 billion merger.

  • Formulating the plan for and directing the execution for a subsidiary reorganization, creating an estimated net present value of US$250 million.

  • Restructuring the debt used to acquire an iconic Manhattan skyscraper.

  • Leading a cross-functional team charged with updating policies, processes, contracts, and systems to ensure worldwide compliance with new U.S. regulations.

  • Discussing current policies and potential reforms during separate meetings with the Undersecretary of the U.A.E. Ministry of Finance and the Treasury & Commercial Attachés of the U.S. Embassy in the U.A.E.

  • Leading a cross-functional team charged with updating policies, processes, contracts, and systems to ensure worldwide compliance with new U.S. regulations.
